Server overload

I tried to test it on my local server, i am using the xampp 1.5.3a and when i run the site (http://localhost/free) it gives me an http 500 error, with the information that there is a server overload and i should check the CGI script. what could be the problem? i cant run install.php

We cannot give support on server configurations, its simply too time consuming...

This certainly falls under server misconfiguration.

I develop in a basic linux environment... apache, mysql 4.1 and php5. Nothing fancy, just basic config options that so many other people use.
